The South East Sport, Culture & Recreation District is seeking a permanent full-time Community Development Consultant (CDC). The preferred candidate shall be a resident within the District’s geographical boundaries (see map: https://southeastdistrict.ca/pages/our-communities). An office space in the home community of the candidate or a remote work model will be considered for this position.

Through our district network, we use a community development approach in working with communities and groups to assist in meeting their needs. WHAT THE OPPORTUNITY

IS As a member of a small but dynamic staff team, the Community Development Consultant (CDC) will work closely with the Executive Director and Administrative Coordinator. The CDC is responsible for community development and capacity building through facilitating the development and provision of sport, arts/culture and recreation initiatives, as well as networking, leadership development and training activities.

This position focuses on relationship building through consultation and outreach activities with individuals and groups. The CDC must have knowledge of the sport, culture and/or recreation grassroots community. The CDC is a clear and engaging communicator, self-motivated, reliable, creative and adaptable.

To be effective in the role as CDC, travel will be required to designated rural communities in the District with coordination of scheduled meetings. Generally, the travel schedule is heavier in spring/fall with approximately three (3) to six (6) days per month spent on the road – daily trips mostly with occasional overnight stays if travelling outside the District.

Key areas of responsibility:

Program Development/Delivery and Project Coordination
• Plans, organizes, implements, and directs the strategies, programs, and activities of the district to achieve results consistent with the vision, mission, values, and strategic directions
• Coordinates and conducts meetings, events, training workshops and webinars
• Monitors effectiveness and efficiency of services and recommends improvements to programs
• Reports progress to the ED of all projects using logic models and work plans
• Compiles best practices and contributes to resource development
• Reviews and adjudicates funding to eligible applicants for various funding initiatives, evaluates criteria and recommends changes to improve programs
• Oversees Team South East preparation for the Saskatchewan Games Program every two years and attends the Games event for the week (opportunity to take on the role as Chef de Mission)

Public Relations and Partnerships
• Actively networks with communities and stakeholders to represent the interests of the district and to stay apprised of community issues and activities
• Seeks out collaborative opportunities with like-minded organizations to achieve similar goals
• Sits on various provincial, district and/or local committees, as requested by the ED

Member Input and Needs Assessment
• Gathers issues, trends, and community needs and concerns related to sport, culture and recreation
• Researches and interprets issues and trends within communities and coordinates the process of identifying program and funding requirements and opportunities
• Contributes to the annual operational planning process and creates logic models (work plans) for assigned programs
Consultative & Facilitation Services Provides advice and information to leaders and community groups across south east Saskatchewan. Arranges community visitations throughout the year to maintain relationships with volunteers and grassroots leaders to enhance awareness of district services. Connects and engages with sport, culture and recreation volunteer groups, Indigenous communities, and municipalities (i.e. recreation boards, museums, pool boards, art councils, town administrators, recreation directors)
• Designs and manages effective meetings and gatherings.
• Facilitates virtual meetings and webinars that feature multiple presenters and panel discussions.
• Facilitation and delivery of in-person workshops and presentations. Facilitator assignments may include activities such as recreation board development, think tank brainstorming, networking meetings, and roundtables.
• Delivers formal presentations on a variety of topics.

Administration
• Maintains effective operations of the office and ensures appropriate stewardship of the assets and resources.
• Prepares reports and identifies, prepares, monitors, reviews, and reports the revenues and expenditures in the annual budget for programs.

WHO YOU ARE

As a valuable employee of South East District, we are seeking an individual who has:
• A post-secondary degree in arts/culture, physical activity studies/kinesiology, or diploma in recreation and community development, or a related field of study.
• A minimum of three (3) years related employment experience.
• Ability to travel regularly to south east communities on a planned engagement basis.
• Willingness to work non-standard hours including weekends.
• Strong understanding of the Saskatchewan Lotteries system, community development processes, and provincial sport, culture and recreation delivery systems and programs.
• Experience in strategic planning, program planning, and project management.
• Familiarity with sport, culture and recreation issues and trends at grassroots level.
• Intercultural skills – ability to comprehend and adapt to different cultural situations and perspectives.
• Experience with research and evaluation for program decisions and direction.
• Strong organizational skills and a commitment to professionalism, including the ability to multi-task, manage timelines and multiple deadlines.
• Knowledge of research techniques and methodologies.
• Proficiency in Zoom and Microsoft Office 365 including Teams, Word, PowerPoint, Excel, and Outlook.
• Ability to advise and consult with a spectrum of stakeholders regarding sport, culture and recreation.
• Ability to facilitate virtual or in-person events with ease and has ability to lead groups through key meetings and gatherings.
• Formal presentation skills (Establish clear learning outcomes and present ideas effectively to individuals or groups; deliver presentations suited to the characteristics and needs of the audience using a variety of engaging audio and visual aids).
• Excellent verbal and written communication skills.

COMPENSATION AND BENEFITS

This position is 37.5 hours per week with a salary range of $53,439-63,809, plus a comprehensive benefits package. The Consultant must have their own vehicle and be willing to use it for travel (travel expenses will be reimbursed as per district policy). Employees are entitled to four (4) weeks annual vacation; and three (3) personal days after one (1) year of continuous employment.
