The City of Moose Jaw is seeking someone to become part of our senior management team as a Director of Community Services. This role is responsible for the effective management of the City’s parks, facilities, recreation programs, urban planning and development services, building standards and land management.
Some of the duties of this role include:
- Oversee strategic, financial, and operational management of the Department.
- Lead the planning, development, and maintenance of parks and open spaces, City owned facilities, and urban developments.
- Formulate and review policies, ensuring compliance with municipal and provincial legislation.
- Ensure that bylaws related to parks, recreation, development, and building standards are appropriately enacted, reviewed, and complied with.
- Manage external agreements with third-party organizations.
- Attend City Council, Executive Committee, and public meetings, providing technical advice, presentations, and progress updates on key projects.
- Prepare and manage annual Operating, Capital, and Equipment Budgets.
- Prepare reports and provide recommendations on departmental policies, user fees, and capital plans for City Council and advisory committees.
- Ensure compliance with relevant provincial acts and municipal bylaws in areas such as land development, cemetery management, forest management, and pest control.
- Take a leadership role during community emergencies.
- Supervise the analysis, review, and processing of development proposals, zoning amendments, subdivision applications, and discretionary use applications.
- Provide program direction for parks, recreation, urban planning, and land administration.
Qualified candidates will possess:
- Bachelor’s Degree in Public Administration, Urban Planning, Recreation Administration, or a related field.
- Membership in the Canadian Institute of Planners and a Registered Professional Planner of Saskatchewan (MCIP, RPP) designation is considered an asset.
- Ten years of progressive experience in a senior municipal management role, with responsibilities in parks, recreation, urban planning, or development services.
- Demonstrated experience in strategic planning, budgeting, and leading multidisciplinary teams.
- Knowledge of Provincial and Municipal Legislation affecting parks, recreation, and urban development.
- Proficiency with Microsoft Office programs and enterprise resource systems.
- Ability to manage large capital projects, budgets, and operational plans efficiently.
- Valid Class 5 Driver’s License.
Salary: $137,472 to $171,852 annually
